The Royal Canadian Mounted Police Critical Infrastructure Criminal Intelligence Section maintains a Suspicious Incident Reporting System.
In spring 2008, the Critical Infrastructure Criminal Intelligence (CICI) section of the RCMP launched a pilot Suspicious Incident Reporting (SIR) project with the Rail and Urban Transit (RUT) sub-sectors. Since then, the pilot has collected information on suspicious incidents involving critical infrastructure (CI) with a potential nexus to national security.
The main goal of the SIR system is to receive and capture data on suspicious incidents
which meet two key criteria:
• They have occurred at or affect Canadian critical infrastructure assets;
• They have a suspected nexus to national security.
The SIR system is not a real-time alert system. It is designed to collect information on where, when, and how suspicious incidents in Canada are unfolding over time. Participating stakeholders with a “need to know” will receive a version of each SIR report, ensuring all participants are informed in a timely manner. Every SIR report will be entered into the RCMP’s police databank. SIR analysts will track and report on the most frequent incident types including suspicious photography, suspicious packages, questionable behavior and other “indicators”. This information will be used to produce tactical and strategic intelligence
products for law enforcement partners and CI stakeholders.

These products will become part of a secure online library that can be accessed 24/7 by security-cleared users. Detailed information on how to access the SIR library will be provided once it is launched. Other sectors are now beginning to voluntarily contribute incident reports to the pilot, including energy sector stakeholders. A permanent online solution will make its debut this year and ultimately encompass all CI sectors.
